The ASAP model was designed in 2007 to address institutional barriers to student success, particularly for CUNY’s low-income students. Thanks to one-on-one counseling like this, the dropout rate is a third lower than at conventional universities and colleges, according to figures provided by the school. Some of these new efforts are dramatically different from traditional higher education experiences, and their focus is almost entirely on nontraditional students.

In surveying broader groups of occupations, Burning Glass found a credentials gap of 26 percent for management jobs, 21 percent for computer and math jobs and 13 percent for sales jobs. They cited research showing that the proportion of job listings requiring a four-year degree increased by more than 10 percentage points from 2007 to 2010.

The higher education research group Wisconsin Hope Lab defines food insecurity as “the limited or uncertain availability of nutritionally adequate and safe foods.” The same group confirmed the findings of two studies that estimated an average of 13 percent of community college students may be homeless. The gifted program at Eve opened two years ago as a way to increase access to Buffalo’s disproportionately white, in-demand gifted and talented programs. Black, Latino and Indigenous groups are often left out. There are gifted dropouts. In 2014, a group of Buffalo parents filed a racial discrimination complaint with the U.S.
