The endless Covid-19 crisis is revealing the primary weakness of decentralizing the funding of public services: Stark resource divides that fuel some of the deepest social inequities. Not coincidentally, the Lower Merion School District touts its “one-to-one laptop program … as one of the first in the nation in 2007” to provide all district high-school students with their own laptops. Whatever remote-learning’s flaws, access to the internet and a computer are no longer optional.
