Ten years after those rules around health and safety were put in place, over a dozen states are failing to fulfill all the reporting requirements, an in-depth analysis from The 19th found. They found 1,362 fatalities in child care from 1985 through 2003, 75 percent of them in home-based care, both licensed and unlicensed.
