In New Orleans, the large number of dropouts who lack HiSET credentials drives the astronomically high count of so-called “opportunity youth.” YEP got its start in 2004 as a re-entry program for teens involved in the juvenile-court system. But most don’t take the test immediately after dropping out. My grades were perfect.
