Short on financial knowledge, some school districts get bad deals on bonds

State officials and financial experts across the country warn that taxpayers ultimately end up paying millions more each year than necessary, which can lead to new tax hikes or result in less money for classrooms. But the bill died in committee after push back from financial firms and from groups that represent municipal agencies.
