In the mid-2000s, Louisiana implemented high-stakes tests known as Louisiana Educational Assessment Program, or LEAP, which required fourth and eighth graders to show that they were grade-level proficient. Most students lost months or even years of school time after Katrina hit in 2005.

On a crisp day in early March, two elementary school gifted and talented classes worked on activities in two schools, three miles and a world apart. Jolly wrote in 2005. There are gifted dropouts. They knew not all their children were especially brilliant — they just wanted to get into the best elementary school in the city.
