A ‘shockingly broken system’: More than a dozen states are failing to meet child care safety regulations

Systems like background checks and data tracking are key safety mechanisms in any industry. They found 1,362 fatalities in child care from 1985 through 2003, 75 percent of them in home-based care, both licensed and unlicensed. The 19th also found one state with outdated statistics: South Dakota’s most recent data is from 2021.
