That became a part of their job during the mid-1900s, as school counseling shifted from a focus on vocational guidance to also providing personal and social services, according to a 2004 paper published in the journal Professional School Counseling. Those grants would have lowered Arizona’s student-to-counselor ratio to 810-to-1.
