The previous federal law, the 2001 No Child Left Behind Act, required states to develop and give standardized tests in third to eighth grade. High schools were rated on standardized tests, as well as dropout, attendance and graduation rates. Oregon is ahead of the curve nationally, having delved into the method in 2003.
