Like a handful of states, New Hampshire is taking the opportunity provided by the federal Every Student Succeeds Act (ESSA) to revise its accountability measures to further individualize education. Personalized learning advocates had big hopes for ESSA, enacted in 2015. Reformers said kids weren’t getting a well-rounded education.
