But California, with a higher education budget for 2019-2020 of $18.5 billion, is bucking a national trend — most other states are continuing to reduce, not increase, their higher education budgets. The trend peaked during the recession that began in 2008, when UC hiked undergraduate tuition by nearly a third in a single year.
