Now Williams and school staff are heading back out into the field, trying to relocate the siblings and other children who’ve gone missing and reengage them in learning this fall. They replaced the hodgepodge of learning platforms and apps with more uniform systems, eliminating multiple passwords and making them easier to navigate.

Ramos would connect to the library’s Wi-Fi — sometimes on her cellphone, sometimes using her family’s only laptop — to complete assignments and submit essays or tests for her classes at Skyline High School. Ramos, used to texting quickly, was able to do simple assignments online, so at first her schoolwork was very easy.

Experts say that this means dropout rates, which had been declining for more than a decade, will likely start to rise again.

Over months of reporting, the AP learned of students and families avoiding school for a range of reasons. Some students couldn’t study online and found jobs instead. During the prolonged online learning , some students fell so far behind developmentally and academically that they no longer knew how to behave or learn at school.
