If the workday of an adult typically requires seamless broadband access, then it’s reasonable that today’s students need the same access during their school day. Recently, SETDA released State K-12 Broadband Leadership: Driving Connectivity, Access and Student Success , which looks at the current state of broadband access and how states are supporting teachers and students. The key is the state leadership to make broadband accessible to all.

Brechner is not ignorant of the fact that broadband provision is a necessity for such projects to succeed, indeed he even declared that 'broadband is a human right'. He is also aware that wireless provision and the availability of mobile technologies are increasingly important for learning in remote and underprivileged areas of the world. To help achieve this vision, Mackintosh is setting up the OER University and is evangelistic in his elucidation of this concept.
