In part, their struggles are a result of controversies surrounding the Common Core State Standards, which were supposed to streamline and procurement the development of curriculum and assessment. Pushback against Common Core tests specifically and against standardized testing more generally have also prompted states and districts to rethink the kind and frequency of assessments they buy. The LMS, of course, needn’t be a permanent line item in schools’ budgets.
