At some point over the last decade, open educational resources (OER) advocacy in US higher education became zero textbook costs (ZTC) advocacy. The idea of “zero textbook costs” makes a kind of sense when you believe that the ideal instructional materials are books.

Today I gave testimony in favor of the passage of Texas SB 6 , which institutes an Instructional Materials Allotment (IMA) in lieu of the textbook allotment and the former Technology Allotment. First, the time when textbooks encompassed the sum of all knowledge needed in a course of study has passed us by.

Buoyed by examples of new and significant commitments to OER by companies large and small, governments of all levels, and schools, it is easy to see that the future of instructional materials over the next decade will look very different than it has over the last decade. This is good news and cause for celebration.

However, faculty choose to require homework systems for their courses because they see benefits for both their students and themselves.

No longer relegated to using textbooks as their core instructional materials, teachers look to their institutions for help selecting, aggregating, and then delivering relevant content to their pupils. Of course, if the district has the right level of financing and support, the do-it-yourself LMS route is actually within reach.
