Experts say that this means dropout rates, which had been declining for more than a decade, will likely start to rise again. The proportion of Black and Hispanic 18- to 24-year-olds enrolled in college rose from 31 to 37 percent and from 22 to 36 percent , respectively, between 2000 and 2018, federal figures show. We had some momentum.
